I think most designers are capable of doing a logo for you. But I wouldn't recommend hiring a designer to do the entire layout. Designers know a lot about designing and little about optimizing a site for traffic jerking.

I've bought a couple of thumb tgp designs from him before.

Most designers want to put a huge logo at the top of your site and slow its load down.
